The organization is governed by the General Assembly comprising founding members and elected representatives. The Board of Directors provides strategic oversight, while the Executive Team manages day-to-day operations. This structure ensures transparency, ethical conduct, and adherence to BLO’s mission and values.

Noor Mohammad Noori
Food Security and Livelihoods
Noori brings over 17 years of progressive experience in agriculture and economic development, with a strong track record in managing USAID-funded programs across Afghanistan. He has held senior technical and managerial roles leading initiatives on agribusiness development, value chain strengthening, and workforce development. He has successfully supported SMEs, farmers, and cooperatives to increase productivity, enhance market access, and create sustainable jobs—particularly through co-investment grants, business-to-business linkages, and vocational training programs. Noori holds an MBA degree from ISBM-India.

Neeli Qutbyar
MEAL
Neeli is an accomplished Monitoring, Evaluation, Accountability and Learning professional with approximately ten years of experience supporting development programs funded by the World Bank, UN agencies, and international NGOs. With a Master’s in Business Administration from the American University of Afghanistan, she brings deep technical expertise in designing, implementing, and managing surveys, evaluations, and training programs. Neeli has played critical roles in data management, quality assurance, and results reporting using platforms such as Power BI, Survey123, and MA Digital. With a strong foundation in both quantitative and qualitative methods, she ensures that data-driven insights inform program design and impact measurement.

Mohammad Tayeb Khan
Capacity Building and Programme Management
Possesses over a decade of progressive experience in education, capacity building, and humanitarian response, with a strong track record of managing high-impact, multimillion-dollar projects for international organizations, the United Nations and the Government of Afghanistan. His expertise spans non-formal education, technical and vocational training (TVET), and large-scale capacity development programs. He has successfully led national and international initiatives by collaborating with senior stakeholders, designing and implementing training programs, and managing complex project operations across Afghanistan, Turkey, and Europe. Tayeb holds a Ph.D. and Master’s in Management & Organization from Anadolu University, an M.A. in Human Resource Management from Linnaeus University in Sweden.

Muzhgan Afzali
Operations
Muzhgan is a seasoned operations professional with over a decade of diverse experience across HR, procurement, administration, logistics, IT, and security functions. She has held key leadership roles with national and international organizations, demonstrating strong operational oversight and a commitment to inclusive, gender-sensitive programming. Muzhgan has also contributed as a university lecturer and leadership trainer, bringing her legal and academic background into capacity-building efforts. Muzhgan holds a degree in Law and Political Science and has completed extensive training in legal affairs and leadership development.

Hekmatullah Karimi
Protection and Safeguarding
Hekmatullah is a Protection and Safeguarding Consultant with over eight years of progressive experience in safeguarding, PSEAH (Protection from Sexual Exploitation, Abuse, and Harassment), gender-based violence prevention, and child protection. With a proven track record across leading humanitarian agencies, he has successfully led complex safeguarding investigations, strengthened PSEA systems, and built the capacity of national and international partners across Afghanistan. Hekmatullah brings a strong background in risk mitigation, policy reform, and community-based protection strategies, having directly contributed to national safeguarding policies, GBV response frameworks, and child protection case management programs. As a certified investigator, he has handled numerous SEA cases with professionalism and confidentiality, while also leading awareness and capacity-building initiatives across government, NGO, and community platforms. Hekmatullah holds a Master’s in International Cooperation and Humanitarian Aid from the Kalu Institute and a Bachelor’s in Literature and Humanities from Herat University.

Mohammad Ewaz Danyal
Health Expert
Danyal is a medical doctor with over seven years of experience in public health programming, MEAL, and third-party monitoring across USAID and World Bank-funded projects. He has been involved in Afghanistan’s national health service delivery systems, including the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS). Danyal has led data quality assurance and quality control processes for health programs, supporting performance monitoring at both primary care and hospital levels. He is proficient in using digital tools such as Survey123 for health data collection and analysis and contributes technical input to training materials, integrating health-related case studies, indicators, and field insights. Danyal holds a Doctor of Medicine (MD) degree from Herat University.
