BLO brings extensive experience in designing, implementing, and monitoring humanitarian and development programs across Afghanistan. Our expertise spans health, nutrition, cash and voucher assistance, protection, and food security interventions, with a proven track record in all 34 provinces, including hard-to-reach and high-risk areas. Our team combines decades of operational and research experience, enabling us to deliver evidence-based programming that addresses both immediate humanitarian needs and longer-term resilience objectives.

In partnership with the Humanitarian Advisory Group (HAG), BLO is implementing the Afghanistan Humanitarian Sector Briefs initiative (March 2025–August 2026) to provide timely and credible analysis for humanitarian actors through desk studies and targeted key informant interviews. Covering all 34 provinces, the project involves producing seven humanitarian briefs and snapshots in collaboration with Malan Ideal Impact, with two briefs already delivered on Afghan returnees from Iran and the implications of the US Stop Work Order. This initiative highlights BLO’s commitment to strengthening sector-wide knowledge and supporting evidence-based decision-making. BLO is leading a comprehensive, ongoing study on returnee women and children in Afghanistan, set for completion by December 2025. The study is designed to produce rigorous evidence on the unique needs, vulnerabilities, and protection challenges faced by this population, informing targeted humanitarian interventions and policy responses.
